HOST COMMUNITY The host community is the instantiation of the Virtual Republic in Sierra Leone or among the Diaspora. “A host community center is the physical incarnation of the republic, realized at the microeconomic level. This will serve as a microcosm/prototype for perhaps a new town center.” Features of a host community center “The republic should have its own “ambassador/embassy” in Sierra Leone and in the West.” Multilateral Shared Resource Infrastructure Support - 24/7 Telecommunications and Power Shared residential, business, socio-cultural resources Physical manifestation of the VISION; A TOURIST ATTRACTION Home to the Embassy of the Virtual Republic OBJECTIVES The objectives of the Virtual Republic are categorized as follows: Economic Social Political Communication Technical Research & Development Economic Objectives 1) Shared resources - The republic will focus on the leveraging, mobilization and establishment of shared member resources. Shared resources can be categorized as: Land Labor Capital Equipment Premises Utilities (power supply, telecommunications... 2) Economies of scale – The republic will harness the combined purchasing power of its member entities. 3) Institution building – The republic will focus on the establishment of key institutions necessary for its operation as part of a global and virtual economy 4) Voluntary Sector – The republic will establish itself as an effective provider of: Grants to member non profit organizations Mentoring and consulting in the fund raising application process Assistance in the development and management of non profit organizations 5) Private Sector –The republic will establish itself as an effective provider of: Venture capital to member private corporations. Assistance in the development and management of private enterprise. Best Practices – The republic will document, publish and archive best practice processes and procedures for doing business in Sierra Leone as a non- profit or private sector organization. Social Objectives Networking - The republic will facilitate the organization of collaborative events (workshops, seminars) for focus dedicated to the specification and implementation of development projects within their domain of expertise. The republic will forge multilateral relationships between its member entities in the host community and the rest of the world. Political Objectives Advocacy – The republic will lobby the relevant statutory authorities and official development agencies to assist in the resolution of issues affecting its socio-economic objectives. The republic will coordinate the exodus of its members to a specific location (the host community) for the express purpose of establishing constitutional government the selection of this location will be based upon certain criteria, including the absence of land tenure restrictions. Communication Objectives Electronic and hard multimedia – The republic will publish timely electronic (www) and hard multimedia (print and broadcast) for the express purpose of supporting the marketing, advertising and advocacy objectives of its member entities. Technical Objectives “Therein lays the foundation of our own outsourcing industry.” Internet and Telecommunications – The republic will seek to establish affordable 24/7 internet telecommunications between its member entities in the host community and the rest of the world. Energy – The republic will seek to establish affordable and economically competitive 24/7 power supply for its member entities in the host community. Appropriate Technology – The republic will seek to promote the use of technology in the host community appropriate to its socio-economic conditions. Research and Development Objectives “The republic will facilitate the organization of category related “focus groups” dedicated to the specification and implementation of development projects within their specific domain of expertise. These projects can be implemented within Sierra Leone, but not necessarily so. These projects will be designed and specified by Sierra Leoneon’s, but not necessarily so”. Talent Recruitment – The republic will identify and recruit talented individuals and institutions to become active member entities. Open Resources – The republic will promote the open and collaborative approach to the development of ideas, reminiscent of the Open Source movement. Centers of Excellence – The republic will seek to establish centers of excellence managed by subject matter experts for the various domains of knowledge that its member entities are involved in. These COE’s, will map in their functionality to the various national government ministries, and will shadow both the ruling and primary opposition parties. The republic will maintain an electronic portal for the digital archiving and dissemination of its ideas and projects. “This portal will also be a repository for the publication of project oriented ideas for the economic development of Sierra Leone. The published ideas themselves should be “open resources”, a concept modeled on the “Open Source” movement, which basically allows for free adaptation by a community which is also prepared to add “value” to the ideas.” CORE VALUES 1) TRANSPARENCY 2) ACCOUNTABIILITY 3) DISCIPLINE 4) FAITH 5) COLLABORATION 6) OPENNESS
